This tour led everyone from Kaohsiung Port to Hamasen, allowing participants to appreciate the 100 years history of how a port in Kaohsiung that was built on reclaimed sea land developed into a modern city. Other than experiencing the history, culture, industry and tradition of Hamasen, we also hope that through this in-depth exploration of our EcoMobility demonstration area, everyone would also be able to witness the regeneration of this old community and its integration with the concept of EcoMobility. The EcoMobility World Congress 2017 was a key part of the Festival which enables local and international actors, united by a shared interest in sustainable transportation, to come together to discuss a future for urban transport.
In Kaohsiung, local and international transport experts discussed how sustainable mobility can be livable – giving back the streets to pedestrians, shared – easily offering a wide range of transport options to citizen, and intelligent – leveraging technology to integrate transportation modes and facilitate citizens’ access to ecomobility, mirroring what Kaohsiung is demonstrating through the Festival.

Its innovative solutions such as the smart contract and identity make blockchain with much enormous potential to bring a positive benefit to society. In this Forum, we highlighted the international applications in blockchain technology and how it could be integrated into the Smart City development, including environmental and mobility applications, to create new services, hence new opportunities.

Description
An efficient and sustainable transportation system is able to better connect and improve a city’s places, assets, and economic opportunities for people. In order to accelerate implementation of seamless, multi-modal, door-to-door, and sustainable transportation systems in a particular region, town, or neighbourhood, a systems approach is needed to understand and enhance the existing interconnected web of transport-related modes, services, amenities and multi-modal network that users, and even leaders and operators, may not fully be aware of. This practical and structured systems approach of mapping the current network and identifying short and long-term opportunities, interventions, and pilots was developed by SMART at the University of Michigan and has been applied successfully in over 25 cities worldwide.
This interactive workshop used Kaohsiung as a case study. Participants from private companies large and small, technical groups, and policy bodies, along with urban practitioners, civil society leaders, and researchers and innovators were invited to provide their respective approaches to transport solutions. At the end of this workshop, participants would have a new methodological tool for advancing and implementing smart, sustainable, connected, innovative, and inclusive transportation systems.
Objectives
- Reveal existing and potential transportation assets and connectivity (the New Mobility Grid) and identify short and long-term interventions, transformations, and pilots related to Kaohsiung’s particular opportunities and challenges;
- Identify benefits, opportunities, challenges, strategies, and operational and technical considerations of the proposed innovations and pilots from the systems methodology; and
- Provide participants with a new tool or methodology for advancing and implementing sustainable, connected, innovative, and inclusive transportation systems.
Target group
This interactive workshop was open for 40 participants from a mixed background: businesses, technology companies, city leaders, technical staff, non-governmental organizations (NGO), and transport providers including cars, buses, ferries, trains, etc.). This participant blend offered different perspectives in advancing opportunities and approaches to implementing mobility-as-a-service (MaaS) in cities.

Susan Zielinski
Independent mobility innovator, consultant and writer, Canada; former managing director of Sustainable Mobility & Accessibility Research & Transformation (SMART), University of Michigan, USA
Ms. Zielinski works to advance sustainable transportation systems and the innovation and enterprise to supply them. While at SMART at the University of Michigan in addition to advising and collaborating with industry, government, and non-profits, she developed a practical multi-modal systems methodology for leaders that she and her team have led in over 25 cities worldwide. She also developed the global Mobi Prize and platform. Before SMART, she was a Harvard Loeb Fellow, and before that a sustainable transportation lead at the City of Toronto. There she hosted a seminal summit in 1998 called Moving the Economy, and subsequently commissioned the first open study on the emerging global New Mobility industry. With more than 30 years of experience working across sectors on sustainable transportation systems, she is a sought-after expert, speaker and mentor in the urban planning and transportation field.

Description
Rapid urbanisation in many Asian cities is leading to a pressure on mobility and the current trends show that the motorisation in Asian cities is on the rise. Cities are recognizing the need to invest in high quality mass transit systems, however in countries, especially in south Asia, these massive investments are not being accompanied by supporting measures like ensuring last-mile connectivity and safe access to stations, and transit oriented development and modal integration which are key to ensuring the sustainability of the mass transit system. Whilst, many cities have implemented ad hoc projects to disrupt mobility, due to lack of a coherent and integrated approach such good examples were not successes as pilot projects. The lack of safety and access to good alternatives to personal automobiles bolsters the desire to own personal automobiles and catalysing the growth in motorised modes. Car Sharing offers a possibility to counter this trend but has mixed results in disrupting motorised mobility growth when planned without a fully integrated concept. Cities that have successfully implemented a structured and integrated sharing systems have reaped the benefits while cities with unplanned sharing projects portrayed sharing as ineffective strategy to overcome mobility challenges of the 21st century.
Through this masterclass we brought together city practitioners, urban planners, city officials, private sector, and key experts to discuss the future of mobility in our cities and focused on the main aspects of sustainable mobility namely, how we plan and design our streets and cities, what constitutes safe, integrated and sustainable mobility systems, with a focus on mass transit systems and car sharing, and how shared mobility needs to be accessible and affordable.

This Masterclass was co-organized with the Transformative Urban Mobility Initiative (TUMI) partners i.e. German Development Agency (GIZ), World Resource Institute (WRI), Wuppertal Institute, and ICLEI-Local Governments for Sustainability. This dialogue was targeted to city officials, urban planners, transport planners, and interested professionals.

Monika's vision as Deputy Secretary General is to enrich all ICLEI agendas through global projects and global city cooperation networks, further improve the consistency, methodology and description of ICLEI's working approaches and to strengthen the relations to new and existing ICLEI partners. Joining ICLEI in 1993 when she started to build up the International Training Center at ICLEI European Secretariat. In 2010, she joined the World Secretariat, where she manages the teams working on global events, knowledge management, urban research, EcoMobility and Future City Leaders. Since 2012, she assumed the role of Deputy Executive Director of the ICLEI e.V., the legal body of the ICLEI World Secretariat where she takes the responsibility as Finance Director. She also supervises the Capacity Center, the Resilient Cities and EcoMobility Teams, as well as the development and coordination of ICLEI's agendas on Resource-Efficient Cities and Green Urban Economy.

The purpose of this technical tour is to learn more about the various transportation modes of Kaohsiung, and the ongoing efforts by the City to improve the transportation network. This technical tour began at the Formosa Boulevard Mass Rapid Transit (MRT) Station, also acclaimed as the world’s most beautiful transit station, with an introduction on the MRT system. The tour followed by an exciting visual simulation with 4D effects. This simulation allowed participants to have a bird’s eye view of Kaohsiung. In addition, the tour introduced Kaohsiung’s light rail transit (LRT) which is also Asia’s first’s electric and overhead-wire-free system for the entire route. Finally, the tour continued on a ferry visit to the Port of Kaohsiung, which is also one of the largest harbors in Asia. Visitors could also enjoy a scenic view around this area.
